Interim Health Care System Director
Mr. Streck’s VA career began as the Chief Financial Officer for the VA Central Iowa Health Care System in 2009 and he has served as the Associate Director for Operations for Iowa City since 2014. During his tenure in VHA, he has had the opportunity to conduct interim assignments in various capacities to include; AD at the Montana HCS, and, AD, Chief HRO, Chief Logistics, Chief of Prosthetics, Chief of NFS and AA to the Director at Central Iowa. Before joining the VA in 2009, Mr. Streck served over 29 years combined in the Army, Army National Guard and Army Reserves. Mr. Streck has earned a Masters in Strategic Studies through the US Army War College and has achieved the VHA Fellow Mentor status. He is a graduate of the VHA Healthcare Leadership Development Program (HCLDP) 2011 class and the Leadership VA (LVA) 2017 class. He has also completed his Master’s degree in Business Administration and graduated with a Bachelor of Science in Business Administration with an emphasis in Accounting from the University of South Dakota.

Cheryl Thieschafer currently serves as the Associate Director of the St. Cloud VA Health Care System. Appointed in April, 2012, she is responsible for the financial and administrative operations of the St. Cloud VA Health Care System. Previously, she served as an Analyst and Staff Assistant to the Health Care System Director, and as the Facility Planner.
She is a graduate of the 2012 VA Health Care Leadership Program and is a Member of the American College of Healthcare Executives. She received a Bachelor of Science degree in Nutrition and Food Service from North Dakota State University and a Master of Health Administration from Baylor University. Her prior experience includes a number of progressively responsible appointments at the St. Cloud VA Health Care System, and 13 years of service in the U.S. Army, where she attained the rank of Major while serving in positions of increasing responsibility.
Scott C. Bartley, MD |
Chief of Staff
Scott Bartley, MD, was appointed as Chief of Staff, St. Cloud VA Health Care System, on October 1, 2017. Prior to his appointment, he served as the St. Cloud VA’s Acting Chief of Staff beginning June 16, 2017, and, beginning in October 2016, as Associate Chief of Staff/Education and Chief of Imaging. Dr. Bartley has been instrumental in implementing Family Medicine Residency rotations at the St. Cloud VA through affiliation with the University of Minnesota/CentraCare Residency Program. Dr. Bartley’s previous experience includes several successful appointments within the VA, including Associate Chief of Staff for Credentialing and Privileging at the Atlanta VA Medical Center, Interim Chief of Staff and Deputy Chief of Staff at the VA Tennessee Valley Health Care System, Acting Chief Medical Officer for VISN 7, and a detail to the Assistant Deputy Undersecretary for Health Operations and Management, Clinical Operations, in Washington, DC. A nuclear medicine physician by training, Dr. Bartley completed his medical degree at St. George’s University School of Medicine, St. George’s, Grenada. He completed his nuclear medicine residency and PET fellowship at Emory University, Atlanta, GA, and is a board certified nuclear medicine physician. Dr. Bartley is an active professional member of the Society of Nuclear Medicine and Molecular Imaging, the American College of Nuclear Medicine, and the AMA CPT and RUC Committees.
Mark Aberle, MS, RN, APRN-BC, NP-C |
Associate Director of Patient Care Services/Nurse Executive
Mark Aberle serves Veterans as the Associate Director for Patient Care Services/Nurse Executive, at the St. Cloud VA Health Care System. In this role, Aberle is a member of the executive leadership team and is responsible for patient care services, including nursing, nutrition and food service, education and library, sterile processing services, nursing education and social work. He collaborates with the Health Care System’s executive leadership on strategic planning, decision-making and setting organizational priorities.
Locally and regionally, he collaborates with others to integrate nursing with other professional disciplines in the development and achievement of organizational goals. He is responsible for assuring consistency in nursing standards and practice, working with service line leadership to support compliance, and standardization of high quality patient care. Aberle entered VA service in 1992, and he has served as a Nurse Practitioner at the Sioux Falls VA Medical Center and the Montevideo and Alexandria VA Clinics. Most recently, Aberle served as the Extended Care and Rehabilitation Administrative Director/Nurse Administrator at the St. Cloud VA Medical Center. Aberle earned a Master of Science in Nursing from South Dakota State University, and is a Certified Family Nurse Practitioner.
He is a Veteran with more than 20 years of active duty and reserve service and is currently serving as a Lieutenant Colonel and Commander of a US Army Reserve unit at Fort Snelling, MN.
